    HIGHER INSTITUTE OF AGRONOMY

    Edital - Call for tenders for Research Scholarships intended for R&D activities to be developed by masters who are enrolled in courses that do not confer academic degree (1 vacancy)

    This is an open call for applications for a Research Grant to carry out R&D activities to be developed by Masters who are enrolled in courses that do not confer academic degree in the context of the project entitled "Development of parallelizable algorithms for updating COSsim", taking place at CEF/Instituto Superior de Agronomia, financed through the cooperation contract 261/2021 between DGT and ISA signed in the context of project POCI-05-5762-FSE-000368, under the following conditions:

    1. SUBMISSION OF APPLICATIONS

    The applications should be formalised by sending a letter of application, with the reference "Bolsa PARCOSSIM", accompanied by the following documents: 1 - A letter with reference to this announcement stating the motivation for the application (maximum 1 A4 page); 2 - Detailed Curriculum Vitae; 3 - Certificates of Qualifications 4 - Document describing the experience and skills in automatic satellite image processing and classification of large volumes of data (must not exceed one A4 page). 5 - Document describing the experience and skills on programming with R, Python, MatLab or related languages (should not exceed one A4 page) and environments; 6 - Document describing the experience and skills on land cover mapping (should not exceed one A4 page). Documents 4, 5 and 6 should not simply refer to the CV, but should present all the facts that prove the requirements (e.g. identification of the work done and the software used by the applicant in this field, as well as the context in which it was carried out, i.e. curricular units and/or professional context); 7 - Proof of enrolment in a course that does not confer an academic degree.

    Exceptionally, in duly justified situations, the proof of enrolment in a course that does not confer an academic degree may be submitted until the date of effective hiring.

    If the qualification has been conferred by a foreign higher education institution it must be recognized by a Portuguese higher education institution, under the terms of Decree-Law no. 341/2007, of October 12, regulated by Order no. 227/2017, of July 25 and updated by Decree-Law no. 66/2018, published in Diário da República, 1st series, no. 157, of August 16, 2018. The applicant may be exempted from presenting them during the application phase for the support in question, being replaced by a declaration of honour of the candidate in accordance with a specific draft, and the verification of this condition will only occur in the scholarship contracting phase.

    2. TYPE, DURATION OF FELLOWSHIPS and PERIOD IN WHICH FELLOWSHIPS START

    Type: Competitive application for a Research Fellowship aimed at R&D activities to be developed by Masters who are enrolled in courses that do not confer an academic degree

    Duration: 12 months

    Expected starting date of the scholarship: January 2022.

    3. SCHOLARSHIP RECIPIENTS

    Candidates may apply to this call for research grants intended for R&D activities to be carried out by Masters who are enrolled in courses that do not confer an academic degree, in areas related to Data Science, Computer Science, Engineering, Earth and Space Sciences, Information Management or Geography, or related areas, with knowledge in automatic processing of satellite images and/or classification of large volumes of georeferenced data, with programming skills with R, Python, MatLab or related languages. Immediate availability is required.

    4. PLAN AND WORK PLACE

    Development of a methodological approach for the detection and classification of land cover changes based on satellite images; 2. definition of a methodology for the detection of changes in forest and brush areas with a periodicity of one or two months; 3. definition of a methodology for the classification of changes using multi-temporal series of Sentinel 2 images and integration of expert knowledge, 4. production of parallelizable algorithms and evaluation of the quality of the results produced by the algorithm. The work will be carried out at DCEB or CEF of the Instituto Superior de Agronomia, under the scientific supervision of Manuel Lameiras de Figueiredo Campagnolo.

    5. EVALUATION CRITERIA

    Selection methods: - Analysis of CV and Interview, with a value of 40% and 60%, respectively. - Scale of classification in each component and in the final weighted average: 0 to 20

    CV Analysis (40%): Analysis of CV and Motivation Letter - Based on the CV, it will be analyzed qualitatively, and with respect to its content and relevance to the tasks to be performed: experience and skills in image processing or classification of large volumes of georeferenced data (25%), experience and skills in programming languages (R, Python, MatLab or related language) (25%), experience and skills in land cover mapping (30%) and scientific publications (10%). Based on the motivation letter, the motivation and interest for the activities to be performed will be evaluated (10%).

    Interview (60%): The jury will select for interview the 5 candidates who obtained in the first phase the highest classification, with a minimum of 10 values, or the number of candidates, up to 5, who obtained in the first phase a minimum classification of 10. The interview evaluates knowledge and experience, personal motivation and interest in the position to be filled.

    If the final classification of the best candidate is lower than 10, or if no candidate has a score higher than or equal to 10 in the CV analysis, the grant will not be awarded.

    6. EVALUATION

    Composition of the Selection and Evaluation Jury: Chairman - Prof. Manuel Campagnolo, Instituto Superior de Agronomia; Effective Member - Prof. José Miguel Cardoso Pereira, Instituto Superior de Agronomia; Effective Member - Prof. Mário Caetano, Direção-Geral do Território; Substitute Member - Prof.a Maria João Martins, Instituto Superior de Agronomia; Substitute Member - Prof.a Fernanda Valente, Instituto Superior de Agronomia.

    7. DISSEMINATION OF RESULTS

    Form of publication/notification of results The final results of the evaluation will be published, through a list ordered, alphabetically, by final mark obtained, posted in a visible and public place of the Higher Institute of Agronomy, and the approved candidate will be notified via email.

    8. DEADLINES AND PROCEDURES FOR THE PRIOR HEARING, COMPLAINT AND APPEAL

    After notification of the provisional list of evaluation results, the candidates with an unfavourable decision for the award of the scholarship have a period of 10 working days to, if they wish, make their statement during a prior hearing of interested parties, under the terms of articles 121 and following of the Administrative Procedure Code. The final decision will be issued after the analysis of the statements presented during the prior hearing of interested parties.

    9. FINANCING AND COMPONENTS OF THE GRANT.

    The grant will be financed through cooperation contract 261/2021 between DGT and ISA, concluded within the framework of project POCI-05-5762-FSE-000368, entitled "Land Occupancy Monitoring System (SMOS) - a system based on spatial technologies and artificial intelligence to support the integrated management of rural fires". The monthly maintenance allowance corresponds to 805.98 euros, to which must be added the reimbursement of the voluntary social insurance, according to the table of monthly maintenance allowance amounts, set out in Annex I of the University of Lisbon Scholarship Regulations, as amended by Dispatch no. 6238/2020, of 12 June. Payment will be made by bank transfer.

    10. TERMS AND CONDITIONS FOR RENEWAL OF SCHOLARSHIPS

    Scholarships may be renewed for additional periods up to their maximum duration limit, provided that, at the time of renewal, the requirements for their award have been fulfilled, always subject to a request submitted, within 60 working days prior to the renewal date, accompanied by the following documents: a) Detailed report of the work carried out, including URL addresses of communications, publications and scientific creations resulting from the activity developed, if any; b) Advisor's opinion on the documents referred to in the previous item; c) Work plan for the renewal period.     11. MODEL OF THE SCHOLARSHIP CONTRACT AND FINAL REPORTS

    11.1 - The scholarship contract must contain

    a) The identification of the grant holder and the scientific advisor or coordinator;

    b) Identification of the host entity and funding entity;

    c) The applicable regulations, University of Lisbon Scholarship Regulations as amended by Dispatch no. 6238/2020, 12th June

    d) The activities plan to be developed by the grant holder;

    e) The indication of the duration and the starting date of the grant.

    11. 2 - The grant contract shall be reduced to writing and a copy shall be sent to the Foundation for Science and Technology, I. P. for inclusion in the national registry of grant holders.

    11. 3 - The status of grant holder is automatically granted upon the signing of the contract and always refers to the starting date of the grant.

    11.4 - The grant holder shall submit to the ISA, within 60 working days after the end of the grant, in electronic format, a final report of his/her activities, which includes the activities carried out and the results obtained, including the communications, publications and scientific creations resulting from the activities carried out, and respective URL addresses, accompanied by the supervisors' opinion.
