Position Overview

Position Summary

This position will administer all benefit programs available to EHRA Non- Faculty, Faculty, Temporary, and SHRA employees at Winston-Salem State University. The employee will explain in detail to employees all benefit options available to them and assist them with enrollment and changes to their options. This position will serve as backup to the Leaves Administrator.

Must work collaboratively with HR colleagues in talent acquisition, benefits and leave administration, classification and compensation, performance management, employee relations, and training and development.

Primary Function of Organizational Unit

The Office of Human Resources is designed to deliver professional HR services and programs to the Winston-Salem State University campus. The staff, composed of experienced and knowledgeable/credentialed HR professionals, administers human resource programs for SHRA and EHRA non-faculty staff and institutional administrators, temporary and student employees, and faculty (benefits administration) at Winston-Salem State University. In addition, the office is responsible for the institution's programs in benefits, staffing and talent acquisition, classification and compensation, employee relations, training, and professional development. performance management, leave administration, position management, and unemployment compensation.

Graduation from a four year college or university; or an equivalent combination of training and experience. The successful candidate would have some knowledge of personnel administration principles and procedures; the ability to interpret Federal, State, and University statutes/policies/guidelines and to apply them to a variety of programs; excellent oral and written communications skills as required for problems resolution, composing and communicating policies/procedures and preparing reports and documentation; ability to direct and educate others; ability to work with others; ability to understand systems and the interrelationship of parts within complex systems (both organizational systems and automated computer systems); and intermediate knowledge of database operations including knowledge of PC operations. Graduating from a four-year college/university with two years of experience in an HR Benefits office or healthcare facility would be preferable.

Describe the specific job duties related to this competency

This position will administer all benefit programs available to EHRA Non- Faculty, Faculty, Temporary, and SHRA employees at Winston-Salem State University. The incumbent is knowledgeable and able to make independent decisions and function in the absence of the Benefits Manager. This position advocates the State Health Care Affordable Care Act (ACA) for non-permanent employees. NCFlex programs to employees regarding convenience and pre-tax savings that are offered. This position will educate employees on their eligibility to enroll in Medical, Retirement, Tricare, and NCFlex benefits via enrollment guides, online resources, and vendor websites (e.g., The State Benefit Platform, MetLife, Superior Vision, Metropolitan Life Insurance Company, Allstate Workplace Division, A.C. Newman & Company, ING and Compsych). The employee will explain in detail to employees how to contribute pre-tax monies to pay for eligible health care expenses through the Health Care Flexible Spending Account and Dependent Day Care Flexible Spending Account.

This position will instruct employees on how to enroll and use the NCFlex Convenience Card, discuss the associated fees involved, and how to submit proper documentation and/or receipts to process eligible medical, dental, or other health-related expenses. The incumbent will promote dental plan options offered by MetLife. The employee will inform employees of benefit waiting periods, coordinate with the Health Care Flexible Spending Account, and change dental elections when an employee experiences a life event.

The position will provide an overview of the vision care plan options that are offered through Superior Vision, and how to coordinate with the Health Care Flexible Spending Account, and the frequency of purchasing materials such as eyeglasses or contact lenses. This position will educate employees about the Critical Illness program administered by MetLife and how the benefits are paid.

This position will explain the types of available mandatory and supplemental retirement plans and provide a comparison between the Teacher's and State Employee Retirement System and Optional Retirement Program and Phased Retirement for Tenured faculty. This position will inform employees of the retirement process and the required forms that will need to be completed in this process.

The employee in this position will educate employees regarding the Disability Income Plan of North Carolina and FMLA. This position will explain eligibility requirements for Short-Term and Long Term Disability benefits. The employee in this position will provide an overview of Supplemental Disability Insurance benefits, waiting periods, and the costs associated with this benefit. This employee will administer other employee benefits and services that are available to state employees.

The incumbent will be the first point of contact for the benefits customer service support to internal and external customers (e.g., employees, SHP, NCFlex, TSERS, ORP and Supplemental Retirement vendors, General Administration).

This position will develop and maintain productive and collaborative work relationships with vendors such as The College Foundation of North Carolina, Benefit Vendors, MetLife, Superior Vision, Metropolitan Life Insurance Company, Allstate Workplace Division, A.C. Newman & Company, ING, North Carolina Retirement System, NCFlex, Disability Income Plan of North Carolina and General Administration. Communication:

The incumbent must be able to work effectively with people from various culturally diverse backgrounds. This position will clearly convey benefit information offered by the university by using correct grammar, punctuation, and spelling in all forms of communication, from conducting new employee benefit orientation, composing written correspondence regarding benefit updates, and responding to inquiries via email and phone.

This position will respond to sensitive and confidential issues such as terminations, death of an employee and/or their dependent(s), divorce, disability, retirement, and many other issues. The employee will communicate benefits changes to an employee when: their dependents are no longer eligible for benefit coverage, when an employee or their dependent(s) are approaching Medicare age, or when any possible benefits processes may affect an employee or their dependent(s).

The incumbent will coordinate daily NCFlex functions within the State Benefit Platform system. This position will oversee training employees on navigating the State Health Plan, NCFlex, HRinTouch benefits system, and Banner. The employee will be responsible for examining and updating EHRA and SHRA employee records to ensure their benefits enrollment information is accurate for payroll processing.

The incumbent will research and query within the State Benefit Platform system, Online Retirement Benefits through Integrated Technology and Personnel Management Information Systems, to manage data relating to new hires, separations, retirement, and prior state employment. The employee will be responsible for the State Health Plan monthly bill and error reports for all Benefit Vendors.

The employee is responsible for the monthly ACA eligibility employee list of temporary employees and Adjunct Faculty. The employee will develop and recommend new approaches to improve records and information management.

Ability to administer all benefit programs available to EHRA and SHRA employees at WSSU; makes benefit eligibility determinations, reviews appeals, and grant exceptions; benefits enrollment, assist employees with disability process, the retirement process; reviews benefits enrollment and change forms for accuracy and ensures that appropriate and accurate deductions are processed for payroll and enter benefits data manually or electronically; and coordinate the State's mandatory and university's optional benefits programs (health insurance, Retirement Programs, NC Flex, Life Insurance, TSERS, Disability, and other voluntary benefits.

Work independently to provide employees with information about supplemental retirement plans: 403b, 457, and 410k plans. Knowledge of federal law, specifically the IRS Section Codes that apply to these types of plans, including compensation limits, contribution limits, catch-up provisions and plan provisions that vary from plan to plan.

Works independently to provide information about the options that are available to an employee who may be disabled. Knowledge of State Disability Income Plan eligibility rules, the benefits provided, the disability process, and the impact of disability on other employee's benefits.
