Job Details Description

A.T. Still University (ATSU) is seeking an exempt Director, Post-Award Compliance and Management. The position reports to the Senior Director, Sponsored Programs. The purposes/function of the director for post-award compliance and management is to ensure that ATSU's sponsored program (SP) grant awards meet all programmatic, fiscal, and reporting requirements. To this end, this SP leader will oversee all post-award requirements/regulations (including PHS Policy, Federal ARRA FFATA mandates, and official terms and conditions, etc.); research and devise relevant ATSU post-award policies thereto; oversee/reconcile all post-award grant expenditures and monthly variance reports; manage and streamline University-wide post-award reporting and compliance activities; administer and track sub-contracts/awards; and supervise and train post-award project coordinators/manager on both campuses to ensure SP compliance, University-wide.

Major Job Duties

Administrative Responsibilities

  • Lead, supervise, maintain, and document full compliance on all SP grant awards throughout ATSU.
  • Develop strong SP alliances and synergy (focused on compliance and project management) with the ATSU Finance Office, as well as with all relevant University officials and PIs/PDs.
  • Analyze and complete SP compliance reports and surveys (internal reports, external surveys, etc.).
  • Manage and update SP post-award deadline rosters (short- and long-term rolling deadlines).
  • Protect/update official SP grant office files (hard copies and electronic files), ensuring ATSU meets all compliance, auditing documentation, and purging standards/timelines.
  • Analyze and process incoming NGA/NOA notices from grants.gov, etc., from a compliance perspective.
  • Contribute to the SP strategic planning, personnel planning/evaluation, and workload/deadline allocation process.
  • Lead/participate in SP and University-wide grants compliance policy development, review, interpretation, and monitoring process.
  • Analyze and incorporate current industry best practices and evidence-based practices into compliance oversight and management.
  • Pre-award Development/Leadership

  • Advise in the design of University-wide competitive grant proposals (including budgets, MOUs, MOAs, and related subawards) using prior post- award outcomes and internal data/knowledge to help leverage follow-up funding and to help close disconnects between pre-award projections and post-award realities.
  • Ensure that ATSU and its PIs remain in full compliance with all federal, state, and local mandates (i.e., laws, regulations, PHS policy, ATSU policy, etc.), as grant proposals progress from the pre-award level throughout the post-award continuum.
  • Cross-train and serve on the SP editorial/analytical team reviews for extramural proposals, resulting in higher quality and more competitive team submissions.
  • Post-award Compliance and Management Responsibilities (Primary Area)

  • Review/analyze funding awards and notices and related post-award policies, procedures, and regulations; and lead/oversee ATSU PIs in meeting all terms and conditions of award.
  • Lead and serve as SP's chief grants compliance manager involving ATSU's external grant sponsors, University-wide PIs, ATSU's Finance Office, and the University's independent auditors.
  • Analyze, oversee, and ensure ATSU compliance with PHS Policy, federal OMB, FFATA and related federal performance measurements, and other federal, state, and local compliance standards.
  • Oversee, reconcile, problem-solve, and ensure compliance on monthly grant variance reports (on 40+ active grants University-wide, worth $3-5 million annually).
  • Lead in the preparation and submission of high quality post-award CPMS, EHBs, and other data/narrative reports required by ATSU's external funders (meeting all ongoing, rolling deadlines).
  • Collaborate with the Finance Office to ensure accurate Financial Status Reports (FSRs) are submitted to ATSU grant sponsors (meeting all ongoing, rolling deadlines).
  • Coach and mentor fellow team members and faculty PIs about post-award compliance and management.
  • Lead/facilitate post-award outcomes dissemination (guiding PIs to publish and present outcomes in peer reviewed environments).
  • Lead/problem-solve other post-award compliance issues, in a proactive manner.
  • Job Responsibilities

    The major responsibility of this position is to head-up/lead all grants compliance efforts University-wide. Within ATSU's centralized SP grants environment, this individual will work in close collaboration with the Senior Director, Sponsored Programs and the SP leadership team.

    Other Functions

  • Problem-solve and respond to SP related special requests from both internal and external audiences.
  • Lead/convene SP grant compliance and management meetings, and serve on University and related community-based committees.
  • Represent ATSU and its SP department at relevant regional, state, and national meetings.
  • Prepare and deliver SP educational compliance/reporting seminars, internally and externally.
  • Complete mandated NIH Human Subjects and Financial Conflict of Interest training, sign SP confidentiality/non-disclosure forms, and complete all required ATSU employee training programs.
  • Join and represent ATSU in professional SP-related associations (e.g., NCURA, SRA, NGMA, FDP, etc.).
  • Perform other SP leadership and problem-solving duties, as assigned.
  • Skills/Requirements

  • BA/BS degree preferred or the equivalent of education/post-award experience.
  • Demonstrated and proven track record of successfully managing/administering federal, state, and/or private grant awards and related compliance systems.
  • Outstanding and highly competitive grants compliance and management skills, along with strong MOU/MOA/contract development and negotiation skills.
  • Advanced problem solving/critical thinking skills relating to grants compliance.
  • Must be an analytical and critical thinker; with exceptional problem- solving skills that enable the University and its PIs/PDs to gain greater success in grantsmanship (seeking, winning, and successfully managing competitive grant awards from regional, state, and national sources).
  • Exceptional interpersonal communication and staff/systems management skills.
  • Exceptional deadline management and related organizational skills.
  • Advanced proficiency in Microsoft Office software (Word, Excel, Access, and PowerPoint) and other relevant software to SP, including Visio, etc.
  • Advanced proficiency in Google and other digital platforms (email, calendar, groups, etc.).
  • Must be able to lead and work well in a team environment, and also individually.
  • Must have exemplary ethics, integrity, and work ethic.
  • Must maintain and project a professional, upbeat demeanor.
  • Must be very detail oriented, yet also see the big picture.
  • Must be able to work with multiple schools, multiple degrees/programs, multiple types of funding sponsors, and all relevant content/budgeting areas.

  • Must be patient with faculty and individuals, yet be assertive in grants compliance matters.

  • As an identified Records Retention Representative, this position has responsibility to ensure SP records are maintained in accordance with all applicable legal and policy requirements and to ensure University records are not improperly or prematurely disposed of.

    This position can be located on the MO or AZ campus and may involve telecommuting.
