We have an opening for an Associate Vice President of Human Resources at our Southwest Tennessee Community College!

Reporting to the President, and serving as a member of the senior staff, the Associate Vice President of Human Resources serves as the leader for talent and culture and promotes the College's human capital priorities as identified in the strategic plan. Success in this overarching goal involves work across multiple constituencies (senior staff, faculty, administrators, vendors, and public and private officials) and the use of several measures, such as effective human resources management (employee data management, benefits administration, compliance, safety, employee relations and grievance tracking), HR service delivery (communication), talent management (attraction, retention, development of people), and workforce management (forecasting, resources, productivity, performance management) to attract and retain the best workforce. The AVP will take a strengths-based approach to talent & performance leadership and management, utilizing key assessments to empower employees to great commitment and excellence in their roles of responsibility.

This role will be responsible for the following:

Essential Job Functions:

The Associate Vice President, Human Resources

  • serves as confidential advisor to the President regarding the wellbeing of all employees.
  • in collaboration with other area leaders, plans, organizes, controls, and directs district-wide Human Resources operations and activities including recruitment, benefits administration, employee recordkeeping, contract administration, policy development, employee relations, performance management, succession planning, staff development, exit interviews; interprets and complies with established standards, requirements, laws, codes, regulations, ordinances, policies, and procedures.
  • develops, directs, and coordinates the HR team, resources, communications, and information to meet the College's needs; leads and directs the development and implementation of Human Resources programs that foster and advances a culture of proactive support and a measurement of the quality of service. This includes projects, services, systems, strategies, goals, and objectives to support employee success. Assures proper and timely resolution of employee issues working closely with legal as appropriate.
  • creates, in collaboration with external marketing and department leaders, an effective short and long-term employee recruitment and hiring strategy to include retention techniques, new hire orientation, and department onboarding plans. Collects, analyzes, and reports on data regarding the effectiveness of the hiring and onboarding processes.
  • manages or conducts the exit interview process, analyzes, and reports data every six months. Aligns and recommends future policy and process modification, when appropriate to support retention based on exit reasons. Strategic use of quantitative and qualitative data to inform decisions to improve the employee is key.
  • in collaboration with various area leaders, develops and implements an effective professional development, leadership, and training program for all classifications of employees. Collects, analyzes, and reports on data regarding the effectiveness of the training in job performance or employee development.
  • develops and implements an effective performance management program aligned with the College's strategic priorities.
  • establish procedures to ensure 100% adoption by the college community.
  • oversees the development, modification, and adherence of employee handbooks and training manuals.
  • oversees and authorizes the review and revision of all college job descriptions.
  • monitors and evaluates the effectiveness of the human resource information systems in maintaining and securing the data of employees from applicant to separation.
  • consults and partners with legal counsel as appropriate for matters requiring support to ensure the fair and effective administration of policies and procedures and for advice on complex matters, or as directed by the College President.
  • conducts an annual assessment of employee relations cases and makes recommendations to executive.
  • management for policy and procedure improvement to support better employee experiences.
  • creates and disseminates regular communication on organizational changes, policy and procedure updates, and any other information regarding the employee experience.
  • maintains knowledge of industry trends and employment legislation and ensures organization compliance.
  • protects confidential and sensitive employee data and maintains the integrity of and the confidence in the HR office.
  • ensures high accuracy and accountability from the HR staff in the handling of employee data.
  • provides appropriate professional development for the HR staff to maintain a modern and high value service to the college community.
  • serves as an advocate for all employees while assuring support for management and compliance with policies, procedures, local and federal laws.
  • understands and promotes the role and use of technology to reduce manual processes, minimize errors, enhance security, and provide self-service access to employee information.
  • prepares, submits, and monitors the annual budget for areas of responsibilities in alignment with the College's strategic plan, sound fiscal management, and effective resource and talent allocation.
  • hires, develops, trains, directs, supervises, and evaluates the work of assigned personnel.
  • completes other duties as assigned by the President.

    Position Requirements:

    REQUIRED QUALIFICATIONS

    The Associate Vice President, Human Resources will possess:

  • an earned bachelor's degree in business, management, public administration HR or a related field from an accredited institution.
  • 7 years of progressive leadership experience.
  • three years as a senior level HR director responsible for three or more functional areas (compensation, benefits, employee relations, recruitment, performance management, etc.) within a multi-location or multi-facility institution.
  • three years of experience using data strategically to improve talent acquisition and management.
  • demonstrated cultural sensitivity and awareness with the ability to work with the diverse academic, socioeconomic, cultural, and ethnic backgrounds of members of the College community, including those who are differently able.
  • Preferred Qualifications:

  • Master's degree in business, management, HR, public administration or equivalent
  • Ten years related field experience as a human resources director or higher within the higher education sector.
  • SHRM or HRCI Certified Professional (SHRM-SCP, SHRM-CP) or (SPHR, PHR) credential.
  • Experience in Ellucian BANNER or similar information system
  • Knowledge, Skills, Abilities and Work Characteristics:

  • critical thinking and problem-solving skills by using rigorous logic and methods to solve difficult problems with effective solutions; probes all fruitful sources for answers; can see hidden problems; looks beyond the obvious and does not stop at the first answers.
  • the ability to deal with ambiguity and can effectively cope with change; can shift gears comfortably; can decide and act without having the total picture.
