    Position Summary:

    The Facilities Management (FM) division is responsible for all aspects of Real Estate, Planning, Design, Construction, Operations, and Maintenance of the built environment at TCNJ as well as development and leadership of the TCNJ Strategic Sustainability Plan.

    The Associate Vice President of Facilities Management plays a leadership role in supporting teaching, research, and student-life activities through the implementation of a comprehensive, strategic, and financially sustainable approach to developing, enhancing, and sustaining the physical plant in collaboration with academic and administrative leaders across the College. The AVPFM is responsible for developing and staffing an integrated, efficient, mission-focused facilities organization that demonstrates a commitment to client service in all it does. Serving as an institutional leader in developing TCNJ's physical environment, the Associate Vice President of Facilities Management will collaborate with senior academic and administrative leadership and will engage with students, faculty, and staff to support TCNJ's mission and will cultivate and sustain cooperative working relationships with community and state stakeholders as well as with relevant national groups.

    Main Responsibilities:

  • Provides direct leadership and oversight of the Senior Director of Facilities Operations; implementing strategic and tactical leadership to ensure safe, reliable and efficient operation of the TCNJ buildings and grounds including the utilities distribution network, grounds maintenance and improvements, snow removal, building and building system operation and maintenance, and building services to include cleanliness, safety and accessibility.
  • Provides direct leadership and oversight of the Senior Director of Sustainability and Plant Operations; implementing strategic and tactical leadership to ensure safe, reliable and efficient operation of the TCNJ Central Utility Plant (a 5.2MW co-generation facility) and development and leadership of the TCNJ Strategic Sustainability Plan in collaboration with the President's Climate Commitment Committee, the Office of the President, the Faculty Senate, the Staff Senate and Student Government.
  • Provides direct leadership and oversight of the Senior Director of Planning and Project Delivery; implementing strategic and tactical leadership to ensure a safe, reliable and efficient built environment that meets the needs of TCNJ students, faculty and staff programs by oversight of all aspects of Space Planning, Conceptual Design Development, Design and Construction in accordance with the needs and shared governance approval of TCNJ.
  • This role provides the strategic and tactical leadership to develop, coordinate, and lead all Facilities operating and capital budget strategies, reports on actual to plan variances, and recommends and executes approved budget recovery strategies and efficiently achieves financial closure following project completion and fiscal year end. As the executive leader of this large, multi-faceted service organization, the Associate Vice President of Facilities Management will identify additional needs and opportunities, prioritize them in collaboration with campus stakeholders, and establish performance goals, allocate resources, and develop policies to affect the efficient operation of the department while controlling operating expenses at a level that is consistent with sound practices and long-term financial prudence.
  • The Associate Vice President will provide strategic leadership for the Facilities Management division while also thinking and acting as a steward of the College's physical assets and as an institutional citizen advancing the College's mission.
  • Qualifications and Competencies:

    TCNJ is seeking an Associate Vice President who will provide strategic leadership for the Facilities Management division while also thinking and acting as a steward of the College's physical assets and as an institutional citizen advancing the College's mission. S/he will bring a track record of success planning, developing, and operating a complex campus-like environment and leading a large, unionized, facilities-management organization. Additionally, candidates will possess:

  • Experience establishing a vision for facilities-management services that advances mission, maximizes efficiency and return on investment, and demonstrates effective stewardship of assets;
  • Leadership acumen and skills and a track record of progressively senior and broad management responsibility;
  • The depth of technical/functional expertise that is conducive to establishing trust and confidence throughout an organization balanced with a strategic and institutionally focused temperament;
  • Demonstrated success advising executives and trustees on strategic investments in physical-plant assets and in the support staff and resources necessary to optimize them in a complex environment;
  • Significant experience supervising facilities planning, design, and/or construction management;
  • Familiarity with and experience overseeing energy conservation and environmentally friendly construction and renovation initiatives;
  • Energy, tact, diplomacy, and excellent communication skills;
  • Experience leading an organization that includes unionized employees;
  • The ability to shape consensus across large, diverse stakeholder groups in a deliberative, mission-oriented, shared-governance environment;
  • The cultural competencies needed to lead, communicate with, and support a diverse array of constituents including faculty, students, staff, alumni, neighbors, trustees, and government officials;
  • A minimum of 10 years of experience in management and administration in a large academic, government, healthcare or corporate organization;
  • Knowledge of State of New Jersey and TCNJ procurement codes or relevant experience with public-sector procurement rules and processes;
  • An undergraduate degree in architecture, engineering, business, public administration, planning, or a related field.
  • Several additional qualifications and attributes are highly preferred:

  • A Master's degree and/or professional certification such as Professional Engineer, Licensed Architect, or LEED/LEED-AP certification;
  • Experience in facilities services in higher education;
  • A track record of success completing large capital projects;
  • Substantial experience in change management, preferably within a unionized institutional setting.
