    Position Summary:

    The Office of Grants and Sponsored Research (OGSR) acts as the liaison between The College of New Jersey (TCNJ), its faculty and administrators, and external public and private funding agencies, and supports the research, programs, and goals of TCNJ and of individual faculty members as they seek external funding. The OGSR works closely with faculty and administrators to identify funding opportunities and support the development of competitive, research, curricular and other proposals that enhance and support scholarship, program, and facility development at TCNJ. OGSR develops and nurtures research- and grant-development structures and programs; ensures compliant proposal submission; supports pre- and non-fiscal post-award administration, award set-up, fiscal management of awards, fiscal reporting, and research and fiscal compliance identification and monitoring; liaises with Financial and Business Services for approvals of financial post-award reporting; and liaises with other TCNJ offices to facilitate elements of grant implementation beyond the scope of the OGSR. OGSR provides support structures for principal investigators and grant directors to manage awards successfully, acts as a clearinghouse for all proposals sent to funders on behalf of TCNJ, and serves as a gateway for external funds entering the college.

    Supervises the College's fiscal post-award grants functions including, but not limited to, supervising the Grant Accounting Specialist position; ensuring that assigned budget and reporting activities are carried out in accordance with established College policies and procedures; performing budget review and analysis; liaising between pre-award, post-award grants, internal and external stakeholders to review and process grant budgets and forms; preparing grant financial reports and invoices; preparing grant-related training materials and delivering training; and supervising, as necessary, any student worker assigned to support the fiscal post-award functions.

    Main Responsibilities:

  • Supervises the Grant Accounting Specialist position.
  • Serve as the liaison between the Office of Grants and Sponsored Research, the Office of Treasurer (Finance & Business Services, Accounts Payable, Payroll, Procurement and Student Accounts), and the Office of Human Resources for all fiscal post-award activities, including but not limited to: Payroll reconciliation, rectifying budget errors, review and approve new hire, re-hire and consultant contracts, as well as grant Student Awards.
  • Assist PI's and Grant Managers with extended, modified or forecast budgets and daily requested assistance.
  • Ensure grant reports and invoices are submitted timely and in accordance with grant award requirements.
  • Ensure TCNJ's policies and procedures are enforced with regard to grant expenditures (i.e. Travel, Purchasing, Human Resources, etc.).
  • Supervise the grants principal investigators (PI) and grant managers in all aspects of fiscal post-award compliance, grant accounting and TCNJ's financial policies and procedures to ensure that all spending is in compliance with the grant award and award terms are met. This includes the grant/award setup and closeout functions required by the funding agencies, account reconciliations, budgets and expenditures review.
  • Supervise student worker(s) assigned to support this position, assigning grant-related tasks and review of the work.
  • Make suggestions for process improvements and implement improvements to gain efficiencies and enhance customer service.
  • Serves as a functional lead in the implementation of the Oracle Cloud project grants financial module.
  • Assist in the development of key business processes and act as the lead trainer for the ongoing support to the campus community.
  • Responsible for the development and conducting of campus-wide grants compliance training for faculty and staff in accordance with federal and state guidelines and the College's grants management system.
  • Develop and maintain post-award grant procedures manual and grant internal control documentation.
  • Ensure relevant information on the Office of the Treasurer and on the OGSR website is up-to-date.
  • Establish and set-up sponsored budgets based on award documentation to ensure timely, accurate, current and complete disclosure of financial information while providing oversight and protection of awarded funds.
  • Distribute post award administration guides, processes and resources to PI's for newly funded awards.
  • Supervise the grants effort reporting process for compliance with federal regulations and College policy.
  • Ensure salary charges are complete and accurate and adjustments are entered in a timely fashion.
  • Maintain knowledge base through participation in professional development conferences and/or meetings.
  • Required Qualifications:

  • Bachelor's degree in business, accounting or finance from an accredited higher education institution. (Applicants who do not possess the required education may substitute experience on a year for year basis. A Master's degree may be substituted for one (1) year of the required experience).
  • Two (2) or more years of relevant experience related to the functions of the position.
  • Ability to function independently, with minimal guidance and supervision is essential.
  • Excellent writing and communication skills, including proven ability to provide quality customer service and prepare and present clear and concise reports to senior management.
  • Proficiency in Microsoft Office applications, including Word, PowerPoint and Excel.
  • Experience in supervision of employees.

    Preferred Qualifications:

  • Advanced degree in business or finance from an accredited higher education institution.
  • Familiarity with Oracle Financials.
  • Knowledge of Access database development.
  • Coursework in Accounting.
