Position Summary Information

General Description/Position Purpose

General Responsibilities: Assists the Bursar in supervising the Student Accounts Office staff where all revenues at Shippensburg University are billed, received and deposited. Students are billed by semester and receipts are deposited daily from students as well as from other offices on campus, such as Admissions, Dean of Students, library, police, health center, and camps and conferences. In addition, all financial aid is disbursed in the Student Accounts Office. This includes federal and state grants, federal and alternative loans, scholarships and 3rd party payments. Refunds are generated for withdrawals and changes in student status. Compliance with state and federal regulations is required and audited. The office works closely with the Financial Aid Office and the Registrar to insure efficient operations and excellent customer service. Description of Duties: Responsible for the daily review, accuracy, and reconciliation of all revenue accounting records.

Assist and work closely with SU students and parents during billing, registration and throughout the year to answer questions and solve problems. Meet with students having financial difficulties to work out alternative payment arrangements beneficial to both the student and the university. Respond to student inquiries via phone, email, and in person.

Assist the Bursar in implementing new policies, procedures, and improvements as they relate to the Student Accounts Office and in conjunction with other university offices. Works with IT in identifying revisions and troubleshooting in current student database.

Assist the Bursar with implementation of OneSIS and TouchNet.

Attend any meeting as necessary.

Assist Student Accounting staff in making the transition to OneSIS.

Act as a liaison with other university offices to accurately bill and effectively register students, activate housing and dining access, disburse all financial aid and process financial aid refunds in accordance with state and federal regulations, calculate adjusted charges and issue timely aid returns and refunds due to withdrawals or change in student status.

Perform Federal Direct Loan and Grant reconciliations on at least a monthly basis. Maintain general ledger accounts associated with federal financial aid programs (Pell, SEOG, TEACH and Federal Direct Loan), including GAPS drawdowns and calculating and providing annual expenditure allowances to Financial Aid.

Assist in completion of the federal FISAPP to the Department of Education and university fiscal year end audit reports.

Review and work to reduce all student accounts receivables, regularly notifying students of balances due. Refer delinquent accounts to State Attorney General and 3rd party collection agencies.

Handle all military billing, including Go Army, Veterans benefits, ROTC, WAWF, and military employees. Keep current with new federal processes and procedures related to military benefits.

Maintain the university payment plan in coordination with outside vendor and expand the variety of payment plans the university offers.

Act as a backup to Bursar as needed.

Other duties as assigned.

Minimum Qualifications

Qualified candidates must have an Associate's Degree in Public Administration or a related field and experience in accounting or office management. Requiring strong analytical, technical and customer service skills, intermediate to advanced knowledge of Excel, and the ability to work independently. Experience in a higher education environment preferred.
