Position Title APEX Accelerator Counselor

Position Number 121243 Department School of Business Job Description

1.) Under the direction of APEX Director / Management assist businesses in accessing the federal, territory, and local government procurement system. 2.) Assist eligible entities with identifying, targeting, preparing proposals, submitting proposals, preparing and submitting performance reports, and collecting payment on government contracts. 3.) Assistance is designed to meet requirements of the Defense Logistics Agency (DLA). U.S. Department of Defense (DOD) but may include assistance to organizations seeking contracts with other federal agencies and with territory and local governments. 4.) Prepare funding proposal and budget for submission to the DLA or other granting agencies. 5.) Contribute to achieving program to achieve required goals. 6.) Client consulting: The APEX Counselor will counsel businesses on conducting business with federal, state and local governments, conduct training and public speaking engagements that educate businesses about the government contracting process, conduct research and analysis for businesses, identify client government business development needs and internal/external resources to meet those needs. 7.) The APEX Counselor will work with companies to assess their current market position and capabilities, help develop marketing strategies to increase government sales and assist in developing a strategic marketing plan for the client, provide information and assistance with eBusiness tools (Federal Procurement Data System, Fed Biz Ops, Dynamic Small Business Search (DSBS) etc) and provide technical assistance and solutions on government contracting issues. 8.) The APEX Counselor will assist clients in applying and registering in various databases (D&B, SAM, DSBS) and creates company profiles based on their NAICS, PSC, FSC and State codes. They will also assist with registration in Wide Area Workflow (WAWF) Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) , EMALL, DIBBS, prepare GSA schedules and educate clients on DoD's Mentor-Protégé Program and similar government programs. 9.) The APEX Counselor will assist clients with post-award functions in the areas of production, quality systems, accounting system requirements, transportation, packaging (RFID) and government use of property and surplus property. 10. The APEX Counselor will instruct companies on proposal preparation including interpreting FAR regulations as related to solicitations and contracts develop and implement a marketing plan to obtain new clients for the program. Identify and participate in outreach and networking events, interact with government agencies and large companies that have subcontracting opportunities and are willing to conduct training events for our clients explaining how to do business with their agency/corporation. 11. Federal Acquisition Regulations (FAR), and locating government bid opportunities. Outreach: Conduct presentations and hold workshops on procurement related issues and topics. Cooperative Agreement Administration: Develop action plans to accomplish quarterly and annual goals. Contribute to all required compliance reports, quarterly reports, and end-of-the year reports.

Required Qualifications

Bachelor's degree in business development, management, finance, or related field. Minimum two years' experience with procurement policies and contracting to include procurement strategy development, leading new business opportunities, and creative problem solving skills.

Preferred Qualifications

Master's degree in technical, business or legal discipline. Ability to obtain APEX required professional certifications such as CCAS, CCP, and FCC accreditations within two years of employment (preferred at the time of hire). Valid driver's license required for occasional driving. Ability to communicate effectively with clients at all levels, self- motivated, and goal oriented.

Must have to ability to sit for an extended period of time.

Regular schedule of Monday through Friday 8-5. May require additional time in the evening or weekends for special events.
