The Department of Civil, Construction, and Environmental Engineering offers undergraduate degrees in Civil Engineering, Construction Engineering, and Environmental Engineering. Graduate programs are offered with specialties in Computing and Systems, Construction Engineering, Water Resources, Coastal and Environmental Engineering, Structural Engineering and Mechanics, Transportation Systems and Materials, Geotechnical / Geoenvironmental Engineering, and Mechanics and Materials.

With over 53 faculty, more than 770 undergraduate students and over 300 graduate students, NC State University's Department of Civil, Construction and Environmental Engineering (CCEE) is one of the largest departments in the country and more importantly, one of the best. In 2022, our Environmental Engineering and Civil Engineering degrees were ranked at 21st and 26th in the country, respectively.

At the graduate level we offer the traditional Master's and Ph.D. degrees with the opportunity to specialize in a wide range of topics in civil, construction, and environmental engineering. We are also a leader in distance education. Students can earn a Master of Civil or Environmental Engineering degree without ever setting foot on campus. Essential Job Duties

The Contracts and Grants Manager position is within the Department of Civil, Construction, and Environmental Engineering. This person will work as part of a team that supports numerous functions in the research management of the department.

The duties of the Contracts & Grants Manager position will include:

  • Management and supervision of three positions, 1 Post & 2 Pre Award in the Business Office;
  • High-Level Financial Management of 165+ research projects to include proactive measures to prevent audit and financial risks;
  • Complete invoicing and reporting requirements for Business Officer(s), Department Head(s), College and University Officials, and Federal, State, and Private external sponsors;
  • Review and approve financial transactions for allowability and allocability per knowledge of Cost Accounting Standards, University Spending Guidelines, Federal and State Policies, and Sponsoring agencies' terms and conditions;
  • Daily Operations of research accounts to include approving PMRS on behalf of the Department Head, providing projections, review of burn rates, release time and summer salary reports, TEARS certifications, and cost- sharing commitments;
  • HR Appointment approvals – Approval of graduate appointments and temp student appointments and processing of salary distribution changes.
  • Training Coordinator for research staff;
  • Development, Implementation, and Management of Departmental Standard Operating Procedures for Research Administration including updates, revisions, implementation, and retention;
  • Resolve complicated budget and/or financial issues including communicating with internal and external sponsors and customers;
  • Perform research reviews of direct costs categories and F&A costs to ensure F&A budgets are not under or overspending;
  • Review and approve PCard transactions, reconciliations, and approval of statements for nine (9) staff members;
  • Assist with Pre and Post Award Challenges where intervention is needed to reduce financial risks;
  • High-level of independent decision-making.

    Qualifications

    Minimum Education and Experience

  • Require post-baccalaureate credentials plus 1-2 years experience; a bachelor's degree and 2-4 years experience may be substituted for the advanced degree on an exceptional basis.
  • All degrees must be received from appropriately accredited institutions.

    Other Required Qualifications

  • Ability to work independently and with minimum supervision.
  • Proficiency with computerized financial programs and standard software programs such as Google, Excel and Word.
  • Excellent time management skills and the ability to multi-task in a busy, fast-paced office with frequent deadlines and interruptions.
  • Must be knowledgeable and have experience in accounting principles and cost accounting standards.
  • Able to effectively communicate verbally and in writing with individuals of diverse backgrounds and responsibilities.
  • Ability to maintain and manage accounting records of moderate variety and complexity, including preparation of financial reports.
  • Preferred Qualifications

  • Pre / Post Award experience;
  • Peoplesoft Financials experience;
  • Proficiency with Research Administrative Systems such as PINS, RADAR, Grants.gov, NSF Fastlane, PMR, TEARS, etc.
